Leveraging Open Educational Resources to Foster Equity in Education: Strategies, Challenges, and Future Directions

ABSTRACT
Currently, the rapid growth and development of Open Educational Resources (OER), coupled with advancements in educational technology, offers the opportunity to improve access to and transfer of knowledge and information. By democratizing the availability of learning materials and leveraging technological tools, OER have become instrumental in addressing social inequalities in education systems, providing a way of overcoming disparities related to access, participation, and learning outcomes in various formal learning contexts. This article explores the potential of OER and educational technology, to promote social inclusion and equitable access to education, highlighting their combined role in levelling the playing field. Through a literature review that analyzed 20 study documents, this research identifies the opportunities and obstacles associated with the adoption of OER and educational technology in promoting educational equity. Key strategies for maximizing their impact on equity include ensuring access to the necessary technologies, developing digital literacy programmes, and providing specific training for effective OER research and evaluation. The results emphasize the importance of adapting OER initiatives and integrating educational technology to meet the diverse needs of learners, thereby facilitating inclusive, equitable, and high-quality education for all.
