ABSTRACT
My topic today is ‘Emerging Developments in ICT Based Learning: the implications for higher education’. I will first look at three emerging developments, namely the phenomenal rise of online learning; the OER movement and the more recent popularity of Massive Open Online Courses or MOOCs.
