The author discusses the different digital barriers set in place to prevent free access to content and explains how these serve to erode efforts to achieve universal learning and education for all. Open educational resources (OERs) are materials in various formats and media, that reside in the public domain or have been released under an open license that permits them to be accessed at no-cost, reused, repurposed, adapted and redistributed by others (UNESCO, 2019).
