%X	In order to formulate policy recommendations for the uptake of Open Educational Resources (OER) in less used languages (LUL) targeting governments and senior policy makers in the educational sector, ICDE first identified challenges and opportunities arising from OER in LUL using:
- the State of the Art report and its annex (WP2, #10),
- the summary of the main findings from the two international workshops held in Oslo in April and October ,
- The study undertaken by Katerina Zourou, Ph.D. LangOER project manager on “why do OER matter for less used languages?”
- The reflections from the workshop organized jointly by ICDE and LangOER in cooperation
with the Open Education Consortium, Ljubljana, Slovenia, 25 April 2014.
- National and international experts’ advice, expertise and collaboration.
A first draft was issued in October 2014, prior to the second international workshop and open for comments/feedback to LangOER project members and experts consulted in the drafting of the brief. Sixteen experts ranging from policy advisors to language specialists did provide us with suggestions, which were then analyzed, summarized and singled out for further consideration by the ICDE team.
