When designing, and delivering open and online courses, stakeholder (the institution/development team/professor) has certain aims to realise. Those aims and goals are always related to learning objectives for specific target groups. In addition the faculty and institution has certain purposes with such an course as it can be used to get more (new kind of) students, as a marketing instrument for the institutions, to innovate campus education etc. Moreover at the macro the governments provides support to MOOCs to improve quality of education, to increase access to HE, or to improve the use of new technologies and ICT.
